The District of Houston, in accordance with Section 165 of the Community Charter, is required to adopt a Five Year Financial Plan Bylaw each year. The Financial Plan must be adopted prior to the adoption of Tax Rate Bylaw, which must occur prior to May 15 of each year. In accordance with Section 166 of the Community Charter, Council must undertake a process of public consultation regarding the proposed financial plan before it is adopted.

On March 5, 2024, the District of Houston Council passed first reading of the 2024 - 2028 Financial Plan Bylaw and is continuing with public consultation and is seeking public comments on the proposed 2024 -2028 Financial Plan.
