Request for Proposals - Engineering Services for Preparation of Lifecycle Maintenance Plan for District Municipal Office

Solicitation Number: RFP 2017-1220-01A

The District of Houston intends to enter into a contract with a qualified proponent selected through a formal Request for Proposal (RFP) Process to develop a Lifecycle Maintenance Plan for the building that the District of Houston owns and utilizes as the Municipal Office. These plans will assist the District with updating and implementing our Asset Management and Risk Assessments programs.

The finished report will focus on:

  • present building conditions;
  • building operating costs;
  • historical and future requirements;
  • structural and aesthetic review;
  • energy efficiency;
  • electrical / communications requirements;
  • fire protection; and
  • operational functionability.

Qualified proponents interested in responding to the RFP are required to do so in writing by 2:00 PM (local time) on Friday, May 26, 2017. Responses to the RFP must be received by 2:00 PM (local time) on June 6, 2017. All responses must be sent in a sealed envelope. Written proposals must be submitted with three hard copies and one digital copy to:

While it is anticipated that this Request for Proposal may lead to a contract for the services, the District of Houston reserves the unfettered right to determine the next steps in the process which may include negotiation with front runners, issuing a Tender or Request for Proposal to shortlisted candidates only, issuing a tender or Request for Proposal to more than the intended number of short list respondents, collapsing the entire process entirely or pursuing a different selection process altogether.
