Council Committees

Under the Community Charter, the Mayor and Council may establish Standing and Select Committees to review a specified scope of municipal activities and make recommendations to Council on those activities.

A Standing Committee is a committee of Council appointed by the Mayor to examine matters which the Mayor believes would be better dealt with by a committee as opposed to Council, of which half the members must be members of Council.

A Select Committee is a committee established and appointed by Council to consider or inquire into any matter and to report its findings and opinion to the council, of which one member must be a member of Council.

Committees are bound by the procedural rules of Council established by the Community Charter and the Council Procedures Bylaw. Meetings are presumed to be open, unless notice is given in accordance with section 92 of the Community Charter to close a meeting to the public and media to discuss matters which are listed under section 90 of the Community Charter.

Although Council members are appointed as voting members of these bodies, other members of Council may attend meetings as non-voting members and participate in the deliberations and discussions at these meetings.
