At the core of the District's operations are the elected Mayor and Council of the District of Houston. Every four years, a municipal election is held to elect a Mayor and six Councillors to act as the oversight body of the District. Council is also responsible for setting the general and strategic direction of the District's operations.

The present Mayor and Council were elected on October 15, 2022. The next municipal election will be held on October 17, 2026.

Council meets regularly every first and third Tuesday of the month, and considers items placed on the Council Agenda published in advance of the meeting. Following a Council meeting, minutes are prepared, which record decisions and relevant discussion from these meetings. Residents are also invited to speak to Council at these meetings about various community issues.
