Departments & Services


The District of Houston subdivides its core operations into six major areas: Administration, Finance, Public Works and Engineering, Development and Planning, Leisure Services, and Emergency Services.

The Administration Department is overseen by the Chief Administrative Officer. Administration is responsible for overseeing the District's operations, managing the District's human resources, maintaining the District's bylaws, updating and reporting to Council on the District's operations, records management, and implementing policies and procedures to ensure the District's operations are consistent and efficient.

The Finance Department is overseen by the Director of Finance. The Finance Department is responsible for preparing the District's annual budget, collecting revenue, monitoring expenses, and overseeing the District's financial operations. The Finance Department is also responsible for most permitting and licensing.

The Engineering, Public Works and Operations Department is overseen by the Director of Engineering & Operations. The Public Works Department is responsible for engineering, maintaining, and repairing the District's capital assets and infrastructure. The Department is also responsible for the District's utilities, which include water, sanitary and storm sewer, and solid waste collection.

The Leisure Services Department is overseen by the Director of Leisure Services. The Leisure Services Department is responsible for operating and maintaining the District's parks and recreational facilities in order to facilitate active lifestyles. The Leisure Services Department also offers programs and services to enhance the well-being of residents.

The Planning and Development Services Department is overseen by the Chief Administrative Officer, and is responsible for processing and issuing all permits and applications related to zoning, building, and subdivision. The Department is also responsible for ensuring that the Official Community Plan and Development Bylaws are observed.

The Emergency Services Department is overseen by the Director of Protective Services, and is responsible for the community's emergency protection and planning. The primary responsibility of the department is to train and respond to fires and motor vehicle accidents. However, the department is responsible for ensuring that the District is ready to respond to emergencies of various magnitudes, and engages in training and planning for such events.
