Economic Development

Economic Development initiatives are managed through the Economic Development Committee, and conducted jointly through the Houston Chamber of Commerce and the District of Houston. The main efforts of the Economic Development arm of the District are to promote Houston as a business-friendly community which is investment ready, to attract new businesses, and to promote existing businesses to stay and grow.

In 2014, the District of Houston adopted an Economic Development Strategy to guide its economic development efforts and to prioritize activities of the Economic Development Committee. Jointly overseen by the District of Houston and the Chamber of Commerce, the Strategy states the five strategic priorities for Houston's economic development:

  • Business Retention & Expansion
  • Entrepreneurship Development
  • Expand Tourism Opportunities
  • Investment Attraction
  • Support and Facilitation

Business Façade Improvement Program

The Business Façade Improvement Program provides annual grant funding for local governments.The District of Houston Business Façade Improvement Program will provide a reimbursement grant of 50% up to a maximum of $5,000 per building/project to improve the exterior façades in the improvement area. Projects must have a minimum total cost of $1000, to qualify for this program. The funding of this program has been made possible due to the financial support of Northern Development. The total fund for the Business Façade Improvement Program is $20,000. The purpose of the Business Façade Improvement Program in the District of Houston is to encourage business owners and tenants to invest in façade and storefront improvements. A more inviting appearance to residents and visitors will help build civic pride, increase assessed property values and stimulate the local economy. A healthy business district plays an important role in the vitality of a community. The program guidelines are intended to set the eligibility and quality for the façade improvements. Each application will be reviewed to determine eligibility for approval.

The application intake deadline is Friday, April 26, 2019. If the April 26 deadline does not fully subscribe the program, applications will continue to be received and assessed on an ongoing basis. Decisions will be made no later than one month after an application is received. Once accepted, the Tenant/Owner has until December 31st, 2019, to complete the project. All verification of expenditures must be submitted to the Economic Development Officer no later than January 15, 2020, to receive reimbursement.
