RFP 2019-04 Claude Parish Refrigeration Plant Upgrade

The District of Houston is requesting bids for the replacement of the refrigeration system for the Claude Parish Memorial Arena. To improve system safety and reliability, the new refrigeration format will incorporate a low ammonia charge, split header design with separate chillers, condensers, compressors, and pumps.

The split header design will be below the kilowatt threshold that requires mandatory operators.

The installation will include a new energy recovery system that will harvest waste heat and be connected to the existing swimming pool/geothermal energy loop.

This high efficient project will incorporate new technologies, so it is important that the bidders pay close attention to the details and gain a fill understanding of the nature of the work. The refrigeration system as specified has been selected by the District of Houston.

The refrigeration system will also provide cooling for the adjacent curling club. This will be done through the use of 6” supply and return lines with a dedicated pump and three-way mixing valve. The installing contractor will be responsible for the installation of this piping, connecting with the curling club piping, as well as control of the system to ensure proper ice surface temperature inside the curling club.

All work and materials shall meet or exceed the applicable BC Building Code, CSA and ASHRAE requirements including a (1) year Maintenance/Warranty period. The contractor will be required to provide certificates of conformity to requirements of authorities having jurisdiction. The successful Contractor will be responsible for all required permits and inspections. The timing for the completion of the works is October 11, 2019.

Houston Arena - Refrigeration System Specification - March 12 2019

Proponents wishing to submit a response must do submit their proposal with three (3) hardcopies in a sealed envelope by no later than April 24, 2019 at 2:00 P.M. Non-compliant proposals will be disqualified and receive no further consideration.

RFP 2019-03 - Municipal Engineering Consulting Services
