The District of Houston is seeking the services of a qualified Engineering Consulting Firm to develop Life Cycle Maintenance Plans for 5 Municipal Facilities. Asset Managemnt is a key component of Council's strategic plan. The development of Life Cycle Maintenance Plans for municipally owned facilities was selected as the first step towards implementing an overall Asset Management Plan.
In 2017, Life Cycle Maintenance Plans were developed for 3 facilities: the Municipal Office, Community Hall and Public Works Facility. To continue with this process, the District requires Life Cycle Maintenance Plans for 5 additional facilities. These are:
Leisure Facility located at 3400A 14th Street, built in 2005. This facility includes a swimming pool, leisure pool area, change rooms, exercise area, washrooms, mechanical room and administration and common area.
Claude A. Parish Memorial Arena located adjacent to the Leisure Facility at 3400B 14th Street, built in 1979. This facility includes the ice sheet, change rooms, washrooms, a concession, administration/common area and mechanical area.
Houston Fire Hall located at 3382 11th Street. The exact date of construction is unknown; however, the original building is believed to have been built in the 1950's. This facility has undergone numerous renovations, alterations and modifications related to its changing use over the years. It currently contains equipment bays, offices and training areas.
Service BC Building located at 3400 11th Street, built in 1976. This building is made up of multiple offices, general work areas, washrooms, etc. and is leased to the Province of British Columbia.
Sewage Treatment Plant located at 2225 North Nadina Avenue. These structures consist of the main control building and three small remote process buildings. These buildings date back to the 1980s and have gone through a few small renovations.
Proponents wishing to submit a response must do submit their proposal with three (3) hardcopies in a sealed envelope by no later than March 13, 2018 at 2:00 P.M.
Submissions must comply with the terms and conditions of the Request for Proposals
; non-compliant proposals will be disqualified and receive no further consideration.

up to March 7, 2018. Proponents must not contact other members of the DOH prior to consideration of their bid; proponents which contact other members of the District will be disqualified.
The District of Houston reserves the right to accept any qualification submission received, to reject any or all qualification submissions, in whole or in part, to waive irregularities or formalities as deemed appropriate, and to request clarification of any qualification submission. All submissions must be submitted in a sealed envelope quoting the competition number and listing the company name and relevant contact information. The District of Houston will not accept any proposals, tenders or quotations submitted by fax or email. Questions regarding a Request for Tender, Proposal or Quotation will not be answered by any other means except in writing to the designated contact person.
